Laws of Wiltshire County

001 First Book - General
This Book of Law shall contain citizens' rights as well as laws carrying no punishment.

001 Right to Defence Counsel
Whosoever is accused of a crime in the County of Wiltshire, shall have the right to a Defence Counsel. This Defence Counsel shall have access to evidence under the right to disclosure, and shall provide mitigating evidence, testimony, witnesses, and may argue points of law regarding only the accused’s criminal charges.

002 Right to Trial
No person shall be fined, censured, imprisoned, or otherwise punished without first having a trial as defined by his Majesty the King.

003 Hierarchy of Laws
If a Law has been enacted, amended or struck at the County Castle (in-game), the Laws published at the County Inn (forum) shall be updated accordingly. Until then, the Laws published at the County Castle shall take precedence.


002 Second Book - Slavery
This Book of Law shall contain laws carrying punishment, to be prosecuted under the "slavery" indictment.

001 Minimum Wage
1. Whoever shall hire a labourer for a wage below 16 pounds, shall be fined as follows:

First offence:
Level 1: (x + 2)² + 1TP
Level 2/3: (x + 2)³ + 1TP
x = amount under min. wage

Second offence:
Level 1: (x + 3)² + 1TP
Level l2/3: (x + 3)³ + 1TP
x = amount under min. wage

Third offence:
Level 1: (x + 4)² + 1TP
Level 2/3: (x + 4)³ + 1TP
x = amount under min. wage

2. The land owner may deviate from the official minimum wage if an explicit agreement exists between him and the labourer. This agreement is free of form and must be made prior to offering the job. If challenged, the burden of proof of the existence of the agreement rests upon the land owner.

If, due to whatever cause or reason, the offered job is taken by another labourer, the land owner is obliged to compensate the labourer in question with one Trust Point, to be given as soon as possible. The labourer may discharge the land owner of this obligation. If challenged, the burden of proof of having given the Trust Point, alternatively of having been discharged of this obligation by the labourer, rests upon the land owner.


003 Third Book - Witchcraft
This Book of Law shall contain laws carrying punishment, to be prosecuted under the "witchcraft" indictment.

001 Witchery
Whosoever shall dare to create several accounts, shall respond for the offense of Witchery in front of a cmpetent tribunal. If found guilty by the County Judge, the accused's clones are to be burned alive in a public place. The accused will pay a very heavy fine, or be pilloried for up to several days. In case of repetition of the offense, or well-known abuse, the accused will be publicly executed.


004 Fourth Book - Betrayal
This Book of Law shall contain laws carrying punishment, to be prosecuted under the "betrayal" indictment.

001 Treason
Whosoever shall deliberately obtain a political or ecclesiastical position to steal, sabotage, or otherwise commit treasonous acts against the King and/or the people of Wiltshire, shall respond for the charge of Treason, and be tried by a competent tribunal. Whosoever shall raise an army against the King shall be guilty of treason.
If found guilty, the accused shall face imprisonment. In cases of high treason the accused will be publicly executed.

002 Rebellions against the County
1. Whoever shall attack the County Castle is punishable with a fine or imprisonment, at the discretion of the Judge.

2. Whoever shall attack the County Castle and overthrow the County's legitimate government is punishable with imprisonment, at the discretion of the Judge. The deposed Council will remain the ruling body of Wiltshire. It will be authorised to take all necessary steps to regain the County Castle until a new Council will be installed after regular elections.

003 Rebellions against Towns
1. Whoever shall attack a Town Hall is punishable with a fine or imprisonment, at the discretion of the Judge.

2. Whoever shall attack a Town Hall and overthrow the Town's legitimate govenment is punishable with imprisonment, at the discretion of the Judge. The Council will be authorised to take all necessary steps to regain the Town Hall concerned until a new Mayor will be installed after regular elections.

3. The Council may grant permission to attack a Town Hall if the Mayor of the Town in question is no longer able to fulfill their duties. The Council vote requires a 3/4 majority.


005 Fifth Book - Traitorousness
This Book of Law shall contain laws carrying punishment, to be prosecuted under the "traitorousness" indictment.

001 Official Language
The official language of the Kingdom of England is English. All other languages are prohibited in public places.

The first two times someone is seen/heard speaking a language other than English in a public place (both on the forum and in-game), will receive a warning by mail (in game). When taking place on the forum, his/her post will be deleted. If two warnings are not sufficient, the accused will be put in trial and will have to pay a fine in relation to his/her level.

Level 0 : 10 pounds
Level 1 : 30 pounds
Level 2 : 50 pounds

002 Perjury
Whosoever shall intentionally deceive the Court representing His Majesty the King, shall face a competent tribunal for the charge of Perjury. If found guilty, said person shall pay a heavy fine, and serve one day in prison.


006 Sixth Book - Fraud
This Book of Law shall contain laws carrying punishment, to be prosecuted under the "fraud" indictment.

001 Economic manipulation
Whoever shall manipulate any economy in Wiltshire, including the economy of the County itself, shall be sentenced to a fine equal to the worth of the damage done increased with 10%.

Manipulation of an economy is defined as:

- hoarding goods;
- creating and abusing a monopoly;
- dumping goods on a market;
- buying one or more goods and reselling it against a higher price on the same market.

002 Maximum prices
Whoever shall sell goods at prices above the maximums set below, shall be sentenced:

1. To pay a fine:
- First offence: (price sold for – half the minimum recommended selling price) x 2 x (number of products sold)
- Second offence: (price sold for – half the minimum recommended selling price) x 3 x (number of products sold)
- Third and further offences: one day imprisonment for each offence to date.

2. To give 1 TP to the victim of their crime.

001 Bread
Recommended selling price: 6-7.50 pounds
Maximum price: 9 pounds

002 Corn
Recommended selling price: 3.75-4.25 pounds
Maximum price: 5 pounds

003 Strategic goods
This Law intends to cover all eventualities in regards to strategic goods.

001 Definitions
1. Strategic goods are defined as iron ore ounces and/or steel ounces.
2. A blacksmith is defined as a person who owns a blacksmith's workshop in a town in Wiltshire.
3. An agent is defined as a person who acts under a grant from a County or Town Hall concerning the trade in any strategic good.

002 Purchase and possession of strategic goods
Strategic goods may only be purchased and held by the County, Town Halls, blacksmiths and agents whose grant provides for trading the strategic good concerned. Agents involved in an export trade between a party within Wiltshire and a party outside of Wiltshire, also require the approval of the Count as provided for in Article 003 of this Law.

003 Export of strategic goods
No strategic goods may be exported to Counties and Towns outside of Wiltshire except with the approval of the Count.

004 Sale of strategic goods
No blacksmith may sell strategic goods, except directly to a Town Hall in Wiltshire.

005 Punishments
1. Any individual, private or otherwise, violating any provision in this Law is punishable for the

1st offense: 10 pounds per strategic good + 1 day in a mine in Wiltshire per 5 ores/ounces (rounded up);
2nd offense: 15 pounds per strategic good + 1 day in a mine in Wiltshire per 4 ores/ounces (rounded up);
3rd and further offenses: 18 pounds per strategic good + 1 day in a mine in Wiltshire per 3 ores/ounces (rounded up).

2. Any Mayor violating any provision in this Law is also punishable with a 50 pounds fine.

3. Any Sheriff or Trade Minister violating any provision in this Law is also punishable with a 100 pounds fine. The Judge may also recommend that the convict be dismissed from their position.

004 Town Hall Contracts
Mayors to File with TM:
Whereas Mayors have a duty to work for the best interests of their town and in doing so, may from time to time enter into to contract with the craftsmen of their town (including themselves). All mayors are required to post via PM to the Trade Minister all official contracts and grants. The Trade Minister will then record the contract in the Council Room by pasting the PM there. Such posting will be kept confidential in the Council and will only be made public upon the request of the Mayor. The Mayor is free to release the details of the contract to the public, and may request the Trade Minister to verify the contract’s contents.

Mayors who don’t file:
Any Mayor not sending a copy of the official contract to the Trade Minister may be prosecuted for misconduct if it is deemed there is an abuse of power. Not filing is not a crime but a Mayor waives their protection from prosecution under this law if they fail to file.

Council May Overturn a Contract:
Upon being posted in the Council Room, any Council Member can call for a vote to render a contract null and void if they feel it is an abuse of power. If a majority of the Council Members agree, then the contract will be overturned. Such voting will be for 24 hours after the call for a vote. If a contract is overturned, the Mayor is not exempt from prosecution if the contract goes forward and a citizen files a complaint.

Contract Disputes:
If any dispute or charges arise and a contract was on file, the Mayor may use the contract as proof positive he was operating in the town’s best interest and will be exempt from prosecution unless the council voted to overturn the contract.

005 Breach of Contract
Any party that shall enter into a contract or grant with an individual, town, or county and not carry out their side of the contract shall be found guilty of breach of contract.

Those found guilty of breach of contract shall face the following penalties:

1st offence: fine equal to the money lost in the deal + 10% and 1 TP if contract partner is an individual

2nd offence: fine equal to the money lost in the deal + 25% and 2 TP if contract partner is an individual

Further offences: fine equal to the money lost in the deal + 50%, 3 TP if contract partner is an individual, and 1 day in jail.


007 Seventh Book - Public Disorder
This Book of Law shall contain laws carrying punishment, to be prosecuted under the "public disorder" indictment.

001 Crimes against Person and Property
1. Whoever robs, or attempts to rob, another person of money and/or property, is punishable with a fine or imprisonment, at the discretion of the judge.
2. Whoever kills, or attempts to kill, another person, is punishable with imprisonment or death, at the discretion of the judge.
3. Whoever wounds or kills another person in the defence against an immediate and unlawful attack, is not punishable.

002 Contempt of Court
1. If any person present in the Court, be they the Public Prosecutor, the defendant or a witness, offends the Court in one of the ways listed below, the Judge may hold them in contempt. All people held in contempt are to be charged forthwith, and are punishable with a fine of up to 10 pounds per offence.

Grounds for contempt are:
- speaking a language other than the King's English before the Court;
- insulting the Court;
- showing disrespect towards the Court and its proceedings.

2. Any defendant sentenced to a punishment other than execution, imprisonment or a fine, shall be held in contempt if they fail to comply with the verdict in their case within a reasonable time.

003 Obstruction of Justice
1. Whosoever shall deliberately hide, conceal or aid any person who has commited a crime under any Law or Decree in effect in the County of Wiltshire, is punishable with one day's imprisonment. This does not apply to anyone acting in the capacity of the defendant's legal counsel.

2. Any official, appointed or elected, who attempts to circumvent or manipulate the valid judicial processes of the County of Wiltshire, is punishable with one day's imprisonment.

004 Abuse of Power
Any official, appointed or elected, who shall

- abuse the powers of their office;
- grossly neglect their duties;
- act in a way disadvantageous of the people of Wiltshire or any town in Wiltshire;
- and/or commit any deed punishable under the Laws of Wiltshire,

shall be punishable with either:

- imprisonment of up to three days;
- or a fine equal to the worth of the damage done, increased with a percentage between 10 and 25.

In case of an official occupying a position on the Council of Wiltshire, the Judge may also recommend that the convict be dismissed from that position.

005 Conspiracy, Incitement and Accomplicity
1. Whoever shall conspire to commit any crime under the Laws of Wiltshire, shall be punishable with up to 25% of the maximum punishment set on the crime in question.

2. Whoever shall incite anyone to commit any crime under the Laws of Wiltshire, shall be punishable with up to 50% of the maximum punishment set on the crime in question.

3. Whoever shall be an accomplice in any crime under the Laws of Wiltshire, shall be punishable with up to 75% of the maximum punishment set on the crime in question.


008 Eighth Book - Miscellaneous
This Book of Law shall contain laws of a specific nature, carrying no punishment.

Multiple Functions

In order to avoid a possible conflict of interest, a player can not be a mayor and be serving as judge or trade minister at the same time. Should this apply to someone, he or she will have to make a decision and give up one of these functions. Giving up the mayor position will have to be dealt with by the mayor and the running council, for the interest of the Town. If a council member violating this rule refuses to resign from one of his/her positions, then the count shall strip them from any office in they hold in the council.

If a Law has been enacted, amended or struck at the County Castle (in-game), the Laws published at the County Inn (forum) shall be updated accordingly. Until then, the Laws published at the County Castle shall take precedence.


002 Second Book - Slavery
This Book of Law shall contain laws carrying punishment, to be prosecuted under the "slavery" indictment.

001 Minimum Wage
1. Whoever shall hire a labourer for a wage below 16 pounds, shall be fined as follows:

First offence:
Level 1: (x + 2)² + 1TP
Level 2/3: (x + 2)³ + 1TP
x = amount under min. wage

Second offence:
Level 1: (x + 3)² + 1TP
Level l2/3: (x + 3)³ + 1TP
x = amount under min. wage

Third offence:
Level 1: (x + 4)² + 1TP
Level 2/3: (x + 4)³ + 1TP
x = amount under min. wage

2. The land owner may deviate from the official minimum wage if an explicit agreement exists between him and the labourer. This agreement is free of form and must be made prior to offering the job. If challenged, the burden of proof of the existence of the agreement rests upon the land owner.

If, due to whatever cause or reason, the offered job is taken by another labourer, the land owner is obliged to compensate the labourer in question with one Trust Point, to be given as soon as possible. The labourer may discharge the land owner of this obligation. If challenged, the burden of proof of having given the Trust Point, alternatively of having been discharged of this obligation by the labourer, rests upon the land owner.


003 Third Book - Witchcraft
This Book of Law shall contain laws carrying punishment, to be prosecuted under the "witchcraft" indictment.


001 Witchery
Whosoever shall dare to create several accounts, shall respond for the offense of Witchery in front of a cmpetent tribunal. If found guilty by the County Judge, the accused's clones are to be burned alive in a public place. The accused will pay a very heavy fine, or be pilloried for up to several days. In case of repetition of the offense, or well-known abuse, the accused will be publicly executed.


004 Fourth Book - Betrayal
This Book of Law shall contain laws carrying punishment, to be prosecuted under the "betrayal" indictment.

001 Treason
Whosoever shall deliberately obtain a political or ecclesiastical position to steal, sabotage, or otherwise commit treasonous acts against the King and/or the people of Wiltshire, shall respond for the charge of Treason, and be tried by a competent tribunal. Whosoever shall raise an army against the King shall be guilty of treason.
If found guilty, the accused shall face imprisonment. In cases of high treason the accused will be publicly executed.

002 Rebellions against the County
1. Whoever shall attack the County Castle is punishable with a fine or imprisonment, at the discretion of the Judge.

2. Whoever shall attack the County Castle and overthrow the County's legitimate government is punishable with imprisonment, at the discretion of the Judge. The deposed Council will remain the ruling body of Wiltshire. It will be authorised to take all necessary steps to regain the County Castle until a new Council will be installed after regular elections.

003 Rebellions against Towns
1. Whoever shall attack a Town Hall is punishable with a fine or imprisonment, at the discretion of the Judge.

2. Whoever shall attack a Town Hall and overthrow the Town's legitimate govenment is punishable with imprisonment, at the discretion of the Judge. The Council will be authorised to take all necessary steps to regain the Town Hall concerned until a new Mayor will be installed after regular elections.

3. The Council may grant permission to attack a Town Hall if the Mayor of the Town in question is no longer able to fulfill their duties. The Council vote requires a 3/4 majority.


005 Fifth Book - Traitorousness
This Book of Law shall contain laws carrying punishment, to be prosecuted under the "traitorousness" indictment.

001 Official Language
The official language of the Kingdom of England is English. All other languages are prohibited in public places.

The first two times someone is seen/heard speaking a language other than English in a public place (both on the forum and in-game), will receive a warning by mail (in game). When taking place on the forum, his/her post will be deleted. If two warnings are not sufficient, the accused will be put in trial and will have to pay a fine in relation to his/her level.

Level 0 : 10 pounds
Level 1 : 30 pounds
Level 2 : 50 pounds

002 Perjury
Whosoever shall intentionally deceive the Court representing His Majesty the King, shall face a competent tribunal for the charge of Perjury. If found guilty, said person shall pay a heavy fine, and serve one day in prison.


006 Sixth Book - Fraud
This Book of Law shall contain laws carrying punishment, to be prosecuted under the "fraud" indictment.

001 Economic manipulation
Whoever shall manipulate any economy in Wiltshire, including the economy of the County itself, shall be sentenced to a fine equal to the worth of the damage done increased with 10%.

Manipulation of an economy is defined as:

- hoarding goods;
- creating and abusing a monopoly;
- dumping goods on a market;
- buying one or more goods and reselling it against a higher price on the same market.

002 Maximum prices
Whoever shall sell goods at prices above the maximums set below, shall be sentenced:

1. To pay a fine:
- First offence: (price sold for – half the minimum recommended selling price) x 2 x (number of products sold)
- Second offence: (price sold for – half the minimum recommended selling price) x 3 x (number of products sold)
- Third and further offences: one day imprisonment for each offence to date.

2. To give 1 TP to the victim of their crime.

001 Bread
Recommended selling price: 6-7.50 pounds
Maximum price: 9 pounds

002 Corn
Recommended selling price: 3.75-4.25 pounds
Maximum price: 5 pounds

003 Strategic goods
This Law intends to cover all eventualities in regards to strategic goods.

001 Definitions
1. Strategic goods are defined as iron ore ounces and/or steel ounces.
2. A blacksmith is defined as a person who owns a blacksmith's workshop in a town in Wiltshire.
3. An agent is defined as a person who acts under a grant from a County or Town Hall concerning the trade in any strategic good.

002 Purchase and possession of strategic goods
Strategic goods may only be purchased and held by the County, Town Halls, blacksmiths and agents whose grant provides for trading the strategic good concerned. Agents involved in an export trade between a party within Wiltshire and a party outside of Wiltshire, also require the approval of the Count as provided for in Article 003 of this Law.

003 Export of strategic goods
No strategic goods may be exported to Counties and Towns outside of Wiltshire except with the approval of the Count.

004 Sale of strategic goods
No blacksmith may sell strategic goods, except directly to a Town Hall in Wiltshire.

005 Punishments
1. Any individual, private or otherwise, violating any provision in this Law is punishable for the

1st offense: 10 pounds per strategic good + 1 day in a mine in Wiltshire per 5 ores/ounces (rounded up);
2nd offense: 15 pounds per strategic good + 1 day in a mine in Wiltshire per 4 ores/ounces (rounded up);
3rd and further offenses: 18 pounds per strategic good + 1 day in a mine in Wiltshire per 3 ores/ounces (rounded up).

2. Any Mayor violating any provision in this Law is also punishable with a 50 pounds fine.

3. Any Sheriff or Trade Minister violating any provision in this Law is also punishable with a 100 pounds fine. The Judge may also recommend that the convict be dismissed from their position.

004 Town Hall Contracts
Mayors to File with TM:
Whereas Mayors have a duty to work for the best interests of their town and in doing so, may from time to time enter into to contract with the craftsmen of their town (including themselves). All mayors are required to post via PM to the Trade Minister all official contracts and grants. The Trade Minister will then record the contract in the Council Room by pasting the PM there. Such posting will be kept confidential in the Council and will only be made public upon the request of the Mayor. The Mayor is free to release the details of the contract to the public, and may request the Trade Minister to verify the contract’s contents.

Mayors who don’t file:
Any Mayor not sending a copy of the official contract to the Trade Minister may be prosecuted for misconduct if it is deemed there is an abuse of power. Not filing is not a crime but a Mayor waives their protection from prosecution under this law if they fail to file.

Council May Overturn a Contract:
Upon being posted in the Council Room, any Council Member can call for a vote to render a contract null and void if they feel it is an abuse of power. If a majority of the Council Members agree, then the contract will be overturned. Such voting will be for 24 hours after the call for a vote. If a contract is overturned, the Mayor is not exempt from prosecution if the contract goes forward and a citizen files a complaint.

Contract Disputes:
If any dispute or charges arise and a contract was on file, the Mayor may use the contract as proof positive he was operating in the town’s best interest and will be exempt from prosecution unless the council voted to overturn the contract.

005 Breach of Contract
Any party that shall enter into a contract or grant with an individual, town, or county and not carry out their side of the contract shall be found guilty of breach of contract.

Those found guilty of breach of contract shall face the following penalties:

1st offence: fine equal to the money lost in the deal + 10% and 1 TP if contract partner is an individual

2nd offence: fine equal to the money lost in the deal + 25% and 2 TP if contract partner is an individual

Further offences: fine equal to the money lost in the deal + 50%, 3 TP if contract partner is an individual, and 1 day in jail.


007 Seventh Book - Public Disorder
This Book of Law shall contain laws carrying punishment, to be prosecuted under the "public disorder" indictment.

001 Crimes against Person and Property
1. Whoever robs, or attempts to rob, another person of money and/or property, is punishable with a fine, imprisonment or death, at the discretion of the judge. The death penalty may only be applied in the case of a third conviction for violating this section.
2. Whoever kills, or attempts to kill, another person, is punishable with imprisonment or death, at the discretion of the judge.
3. Whoever wounds or kills another person in the defence against an immediate and unlawful attack, is not punishable.

002 Contempt of Court
1. If any person present in the Court, be they the Public Prosecutor, the defendant or a witness, offends the Court in one of the ways listed below, the Judge may hold them in contempt. All people held in contempt are to be charged forthwith, and are punishable with a fine of up to 10 pounds per offence.

Grounds for contempt are:
- speaking a language other than the King's English before the Court;
- insulting the Court;
- showing disrespect towards the Court and its proceedings.

2. Any defendant sentenced to a punishment other than execution, imprisonment or a fine, shall be held in contempt if they fail to comply with the verdict in their case within a reasonable time.

003 Obstruction of Justice
1. Whosoever shall deliberately hide, conceal or aid any person who has commited a crime under any Law or Decree in effect in the County of Wiltshire, is punishable with one day's imprisonment. This does not apply to anyone acting in the capacity of the defendant's legal counsel.

2. Any official, appointed or elected, who attempts to circumvent or manipulate the valid judicial processes of the County of Wiltshire, is punishable with one day's imprisonment.

004 Abuse of Power
Any official, appointed or elected, who shall

- abuse the powers of their office;
- grossly neglect their duties;
- act in a way disadvantageous of the people of Wiltshire or any town in Wiltshire;
- and/or commit any deed punishable under the Laws of Wiltshire,

shall be punishable with either:

- imprisonment of up to three days;
- or a fine equal to the worth of the damage done, increased with a percentage between 10 and 25.

In case of an official occupying a position on the Council of Wiltshire, the Judge may also recommend that the convict be dismissed from that position.

005 Conspiracy, Incitement and Accomplicity
1. Whoever shall conspire to commit any crime under the Laws of Wiltshire, shall be punishable with up to 25% of the maximum punishment set on the crime in question.

2. Whoever shall incite anyone to commit any crime under the Laws of Wiltshire, shall be punishable with up to 50% of the maximum punishment set on the crime in question.

3. Whoever shall be an accomplice in any crime under the Laws of Wiltshire, shall be punishable with up to 75% of the maximum punishment set on the crime in question.

001 Incompatibilities of positions
This Law regulates the extent to which people can hold positions within the County and its Towns.

001 Council
1. The Council positions of Count, Judge, Trade Minister and Sheriff may not be occupied by one who also holds the office of Mayor of any town in Wiltshire.

2. The Council positions of Public Prosecutor and Constable may not be occupied by one who also holds the office of Mayor of any town in Wiltshire, unless no other viable candidate is available for these positions.

3. No restrictions apply to the Council positions of Mines Superintendant, Sergeant, Spokesman and Captain.

002 Wiltshire Army
1. The Wiltshire Army shall be the official army for the County of Wiltshire.

2. The primary purpose of the Army is to defend the County of Wiltshire against internal and external threats. This includes, but is not limited to, guarding the roads of Wiltshire by protecting innocent travellers and neutralising threats, and organising counter-revolts in the towns of Wiltshire. By order of the King or his duly appointed representative, the Army may be deployed for other purposes.

3. The Army is under the operational command of the Captain, assisted by the Sergeant. The Captain reports to the Count, who may direct the Army as needed. The King of England or his duly appointed representative may call on the Army at all times.

4. The Army shall consist of volunteers. The Captain may request that members be paid the militia wage for specific operations. This request must be approved or declined by the full Council within 48 hours.

5. A ranking system and a division structure for the Army will be drawn up by the Captain, and countersigned by the Count.

6. Regulations concerning the internal organisation and operation of the Army may be drawn up by the Captain, and countersigned by the Count.

7. For all decisions made within the framework of this Law, the Count, the Captain and the Sergeant are accountable to the full Council.

003 Armed groups
1. Armed groups may freely operate in the County of Wiltshire, provided their activities remain within the framework of the Law.

2. Armed groups may apply to the Council for recognition. An application for recognition must be accompanied by a list of members and a copy of any and all internal rules the group has.

3. Recognised armed groups may take advantage of privileges afforded to them by the Laws of Wiltshire.

004 Road safety
1. In case of continued robber activity in Wiltshire, the Count, with approval from the Captain and the Sergeant, may declare any road in the County to be a restricted area.

2. Recognised armed groups operating on roads designated as restricted areas are exempt from prosecution under the Crimes against Person and Property Act. Before commencing their activities, these groups are to submit to the Council an official notice, containing the names of the members of the group, and the names of the targeted people.

3. Any unintended casualties made by recognised armed groups operating on roads designated as restricted areas shall be compensated by these groups.

4. All declarations and notifications provided for in this law must be announced to the Mayors of Wiltshire, who must then notify their towns by means of the Mayor's message five hours before reset. Mayors who fail to comply with this risk facing charges of Abuse of Power.
