Volume I Rights of Cornwall Citizens


Chapter 1 Right to Defense Council

Whomsoever is accused of a crime in the county of Cornwall shall have the right to a defense council. This defense council shall have access to evidence under the right to disclosure, and shall provide mitigating evidence, testimony, witnesses, and may argue points of law regarding only the accuser’s criminal charges.


Chapter 2 Right to Trial

No person shall be fined, imprisoned or otherwise punished without first having a trial as defined by his majesty the King. This includes the right to appeal certain decisions to the court of appeals.



Volume II Laws of Cornwall County

Chapter 1 - Official Language

The official language of our kingdom is English.
All other languages are prohibited.

The first two times someone is seen/heard speaking a language other than English (on the official forum) will receive a warning by mail (in game) and his/her post will be deleted.
If two warnings are not sufficient, the accused will be put in trial and will have to pay a fine in relation to his/her level...

Level 0 : 10 pounds
Level 1 : 30 pounds
Level 2+ : 50 pounds


Chapter 2 - Witchery
Edicted in holy year MCDLXIII by his majesty, the King of England , who holds them from the Lord.

Whosoever shall dare to create several accounts and take a financial advantage of that, shall respond for the offense of witchery in front of the Holy Inquisition Tribunal. If found guilty, his/her clones are to be burned alive in a public place. The accused will pay a very heavy fine, and will be pilloried for up to several days. In case of repetition of the offense, or well-known abuse, the accused will be hanged by the neck until dead.


Chapter 3 - Fraud

Whosoever shall attempt to manipulate any market in the county of Cornwall for their own purposes and attempts to destroy, for either greed or malice, the economy of the county of Cornwall, shall be charged with the crime of fraud. An additional charge of treason may be made at the discretion of the judge.

Whosoever misuses a grant for personal profit, instead of for its stated purpose, shall be charged with fraud.

The owner of any tavern that collects payment from people for meals and fails to deliver the meals shall be charged with fraud.

If found guilty, he/she will be sentenced to pay a heavy fine in pounds and reputation points. Any repetition of this offense will result in imprisonment, the duration of which will depend upon the amount swindled.


Chapter 4 - Profiteering

Anyone who sells bread above 8.75 or corn above 4.50 shall be guilty of profiteering. This does not include prearranged deals to give/loan a player money. The maximum punishment is £20+ any profit for a first offence, £50+ twice any profit or 2 days in gaol for a second offence and £100+ twice any profit plus 2 days in gaol for any subsequent offence.


Chapter 5 - Slavery

Whosoever hires below the wage of 14 pounds is guilt of slavery.

First time offense the maxium penalty is 20 pound and for a subsequent offences 40 pounds. There may also be an order to give a trust point to the worker.


Chapter 6 - Treason

Any use of an office against the good of the town, county or kingdom or,
attempting to remove any office holder, by revolt or rebellion or,
giving privileged information to those who are likely to use it against the interest of town, county or kingdom or,
opposing official Cornwell county force anywhere or the force of our allies or,
willfully increasing the vunerabilty of a town or the county or,
purposely causing level 0 to leave the game or,
willfully manipulating the market against the interests of the town/county or,
trying to depose the King (RP) or,
willfully aiding others in any of the above.
The county may grant wavers to any of the above action in advance.

The maximum penalty is 5 days and 5000 pound fine plus any profit from such an action for a first offence and death for a subsequent one.


Chapter 7 - Robbery and Attempted Robbery

Whosoever shall commit robbery against an innocent traveler and steal his/her hard-earned wages, or property shall be charged with robbery. If he/she kills the victim, he/she will also face the charge of murder.

If found guilty the accused shall face: imprisonment; loss of charisma; loss of strength; heavy fines or death at the discretion of the judge, based on the severity of the crime.

Whosoever shall attempt robbery against an innocent traveler shall be charged with attempted robbery.

If found guilty the accused shall face: loss of charisma; loss of strength; fines or community service at the discretion of the judge, based on the severity of the crime.


Chapter 8 - Obstruction of Justice

Whosoever hides a criminal, lies to the court, treats the court with disrespect, or opposes the delivery of a felon shall be guilty of obstruction of justice.

Whosoever is called in front of the court and shows contempt by not coming to the Court of Justice, mocking the charges, offending the court, or speaking any other language but His Majesty's English to the court shall be guilty of the charge contempt of court.

The maximum punishment is 200 pounds fine or 3 days in gaol or the same punishment as the crime of which he was trying to get someone falsely convicted or acquitted of, whichever is greater.



Volume III - Procedures

Chapter 1 - Multiple Functions

In order to avoid a possible conflict of interest, a player can not be a mayor and be serving as judge, trade minister, count(ess) or sheriff at the same time. Should this apply to someone, he or she will have to make a decision and give up one of these functions. Giving up the mayor position will have to be dealt with by the mayor and the council, for the good of the town. If a council member violating this rule refuses to resign from one of his/her positions, then the count shall strip them from any office that they hold in the council.


Chapter 2 - Responsibility of County Officials
Mayors, rector, head ambassador and council members have a charge of responsability to fulfill their duty. They must act for the benefit of their town/county.
- If a head ambassador/rector/mayor/council member is inactive during 4 days without warning anybody of his absence, he's considered as dismissal and can be removed of his position
- in a mayor's case, the council can support a rebellion to put the town in better hands.
- in a council member's case, he will be thrown out of the council forum.
- In a head ambassador or rector's case, he/she will be replaced.

Volume I - Rights of Cornwall Citizens

Chapter 1 Right to Defense Council

An additional charge of treason may be made at the discretion of the judge.

The owner of any tavern that collects payment from people for meals and fails to deliver the meals shall be charged with fraud.

Fraud shall also be defined as any of the following:

Economic manipulation:
- the hoarding of goods
- creating a monopoly or near monopoly;
- mass dumping goods on a market;
- buying one or more goods and reselling it against a higher price on the same market.

Town and County agents are granted an exemption to this for markets within their jurisdiction, provided that it is done as part of an established policy of the TA or the Council.

Fraud can be considerated a Moderate or Serious Crime.The classification is under Judge's discretion and depends of the severity of the crime.

I-Collusion.

If two or more persons are involved in an attempt to manipulate any market in the county of Cornwall for their own purposes and/or attempt to destroy, for either greed or malice, the economy of any market in the County of Cornwall, this fraud shall be defined as collusion and the penalties shall be doubled. Additional charges of Treason may apply at the discretion of the Judge appointed by the Count representing His Majesty the King.

II-Price of Wood Restrictions

Wood bundle prices of 8,05 12,05 and 15,95 are reserved, on the Players Market, for transactions sanctioned by the county or a town mayor only. No one may use those prices for wood at any time, except County or town sanctioned reps. These prices are to be used to transfer money between the county (or towns if sanctioned by the county), and citizens of Cornwall and vice versa.
If a wood bundle is purchased by anyone at one of the above prices, and the seller is not a sanctioned seller, the charge of Fraud will be brought by the County public prosecutor.
All other prices may be used by persons who are not sanctioned, and no other goods are subject to this law. This only applies to wood, at the prices of 8.05; 12.05 and 15.95.


Chapter 4 - Pricing Limitations
Anyone who sells bread above 8.75 or corn above 4.50 shall be guilty of infringing upon the Pricing Limitations of the Cornish County.

Transgression of this law is considerated a Moderate Crime.

Exception:This does not include prearranged deals to give/loan a player money. The seller must retain proof of the deal between the parties.


Chapter 5 - Minimum Wages and Slavery
The right to establish a minimum legal wage shall be left to the town assembly of each town and city to enforce within the confines of their borders.

1. Anyone who hires below the established minimum wage will be guilty of slavery.
2. Any town or city that does not establish its own minimum wage will be subject to the legal minimum wage of the county which is set at fourteen pounds per day.
3. This law applies to all citizens, towns, cities and the county of Cornwall.
4. The county of Cornwall will establish the minimum wage for all positions within its control (mines, militia, etc…). Laws establishing wages for county work will not fall under the laws set by any town or city.
5. Criminals who are sentenced to work community service such as working in the mines, Inter-county Minimum Wage or producing goods for the county as alternative penalties to fines or jail time shall be exempted from this law for the duration of their sentence and only for purposes of fulfilling their sentence.
6. Slavery is considered a Light Crime. Penalties and Maximum punishments are specified under the Penal Code of Cornwall County (Book III, Chapter 2).

Chapter 6 - Treason
Treason includes high treason, lower treason, and official treason. High treason includes crimes against the lord, the King, the Royal Family or their representatives. The representatives are the Dukes, and Duchesses of the counties, and any person on official, public business for the King and/or his family. Lower treason shall include crimes against the people of Cornwall, and/or England, or the representatives of the people. These representatives are the persons elected to the posts of Mayor and County Council member.

I - High Treason:

Defined as any act that goes against the will of God and his direct representative on Earth, the King.
Examples:
*Subverting, or attempting to subvert, the power and/or authority, of HRM LohnJohnSilver, the king of England; of the Royal Family; or their appointed representatives, namely the Duke or Duchesse of the county.
*Attacking and/or Injuring any member of the Royal Family, or their appointed representatives.

II Lower Treason:

Defined as any act that goes against the expressed will of the People of Cornwall and/or England, or any act that threatens the well-being of these people.
Examples:
*The attempt or successful attempt to remove any person who holds an elected office, including Mayor, or County Council Member.
*Opposing an Official representative of Cornwall, to the detriment of any persons or towns in the County of Cornwall. This includes single persons, and groups that represent the county. This does not include debates, discussions or non-violent protests.
*Aiding in the attempt to remove any person from elected office.
*Aiding in resisting an Official Representative of the County.
*Passing security information to any-person, for any reason, without the expressed, written consent of the person(s) who are the subject(s) this information.
*Endangering the persons, as individuals or a collective, of any Town in Cornwall, or the whole of Cornwall.
*Any action of which the direct result is the death of any person in the County of Cornwall (OOC: A player leaves the game as a direct result of your actions)

III Official treason:

Defined as the abuse or attempted abuse on any office.

*Seeking election to public office for the purpose of breaking any Law.
*Using the powers of any office, elected or otherwise, to defend oneself against prosecution in this or any other county.
*Seeking office, elected or otherwise, for the purpose of defending oneself against prosecution in this or any other county.
*Gaining any office, elected or otherwise, for the purpose of harassing another citizen or subject of England.
*Gaining, or using, any office to the detriment any person, for personal reasons.
*Using the powers of any office, elected or otherwise, for personal gain
*Using the powers of any office, elected or otherwise, for the personal gain of friends, family or organizations to which one is affiliated.
*Using any office, elected or otherwise, to break, or aide in the breaking of, any law in any county.
*Not attempting to fulfill the requirements of any office, elected or otherwise, to which one has chosen to accept.

IV Exceptions:
The King, Royal Family, Count and a vote by Council may waive this law. Such an act must have PRIOR consultation with the County and town(s) affected. These may be done in private, or public, and produced, if required, after the acts have been committed. The waivers must be explicit as to what clauses are being waived, and in what regions. If the waiver does not explicitly state this information, than the broadest interpretation of the waivers shall be understood.

V Punishment:
Treason can be considerated Serious or Infamous Crime.The classification is under Judge's discretion and shall be dependant on the success of the acts in question, the severity of the acts in question, and the character that the guilty person(s) show before the acts, and after the acts, including the trial.


Chapter 7 - Robbery and Attempted Robbery
Whosoever shall commit robbery against an innocent traveler and steal his/her hard-earned wages, or property shall be charged with robbery. If he/she kills the victim, he/she will also face the charge of murder.

Whosoever shall attempt robbery against an innocent traveler shall be charged with attempted robbery.

Robbery and Attempted to Robbery can be classified as Serious or Infamous Crimes,it is at the discretion of the judge, based on the severity of the crime.


Chapter 8 - Obstruction of Justice
Whosoever hides a criminal, lies to the court, treats the court with disrespect, or intentionally stops the arrest of a criminal in this county shall be found guilty of Obstruction. Whosoever is called in front of the court and shows contempt by not coming to the Court of Justice, mocking the charges, offending the court, or speaking any other language but His Majesty's English to the court shall be guilty of the charge contempt of court.

If found guilty,the defendant will face the punishments for Moderated or Serious Crimes (at Judge's discretion) or the same punishment as the crime of which the criminal was trying to get someone falsely convicted or acquitted of, whichever is greater.

Exception: Lawyers, recongnised by the Council and the Defense, may make comments to help the case which they support. However, they must still show respect, and speak english. Failure to comply will result in a warning, or if the contempt is clearly unacceptable, direct charges.


Chapter 9 - Cornwall Tavern Legislation
I-Active taverns:

§1.
Are defined as taverns where the owner or bartender is in the town, and takes care of the tavern.

This includes paying the 20.00 tax, and changing the menu when needed ingredients are unavailable.

§2.
A bartender has to agree to take the job in order to keep the tavern 'active'. If the owner is the barkeep, article I <§2> does not apply.

II- Inactive taverns:

§1.
Are defined as taverns where the owner and bartender are both dead, in retreat or out of town for at least 14 days, or taverns that fail to pay taxes on more than one occasion, or are out of food for a period exceeding 14 days and are still offering menus.

III- Pricing:

§1.
Beer is to be sold at a maximum profit margin of 0,70£ a beer (= 1,40£ max. price)

§2.
Food is to be sold at prices that are conform to all applicable laws (Kingdom, county and town), including the profiteering law.

§3.
Any meal sold but not delivered is a crime (empty meals), and each new sale is a new offence. If the Public Prosecutor receives evidence, he has the right to contact the King in order to close that tavern before awaiting the end of the trial.

§4.
Selling empty meals to a level 0 will be considered as 'attempted murder'.
* It is not illegal to sell an 'empty' meal in order to transfer money. (e.g. lotto-ticket, money exchange between owner and citizens, etc.)

IV- Infractions:

§1.
All owners and bartenders of 'Inactive taverns' (Article II) shall be sent a message IN GAME when they have been deemed inactive. They have 3 days to become active, or the King will be asked to shut the tavern down.

§2.
Any tavern found to be breaking the price section of this law shall be fined according to the committed fraud. On a second offence the tavern can be shut down.

§3.
A barkeep that has to work against his will is illegal, the owner will be prosecuted for slavery.

Chapter 10 - Harassment
Any person or persons who conspire(s) to intimidate, frighten or anger another without provocation or with maliciousness of intent shall be guilty of harassment.

I. Definition of Harassment

a. The act of causing distress to another person through words or actions after being warned that one’s words or actions have caused distress. This can include the use of foul language, comments that are considered insulting or provocative within one’s immediate surroundings, threatening or malicious comments directed at one or more persons, or any action designed to create an environment of hostility or repression.

II. Forms of Communication to be encompassed

a. All forms of communication within the county's jurisdiction shall be covered by this law including but not limited to speech in a public forum (this includes taverns and and scroller) and speech in a private forum (including mail and instant messaging by the nobility). This includes communication sent from another county to a person or persons currently within the county limits of Cornwall and communication sent to a person in another county by a person or persons within the county limits of Cornwall.
b. Any attempt to subvert this law using unlisted forms of communication for the purposes of harassment shall be considered to be covered in the previous article (2A).

III. Penalties for Harassment

a. Harassment shall be considered a serious or infamous crime at the discretion of the judge with the death penalty being an option for repeated offence.
b. All harassment cases shall also be reported, by the public prosecutor, to the King for possible further sentencing.

Volume III - Procedures

Chapter 1 - Voting Procedures
1) Any member can open a discussion for a matter to be voted on. They open a discussion thread.

This will last as long as needed.

2)The originator of the discussion will open a vote (Or the Count may open the vote after a minimum of 72 hours from the time it was posted for discussion). The standard vote options will be Yea (In favour) Nea (Against) and Abstain (With reasons). Should the occasion occur that both the originator and the count are both unable to propose legislation due to death, illness or other disabling event for a period of more than 48 hours, any councilor may step in to fill the breach for purposes of writing and proposing the aforesaid legislation.

2b)If the vote requires, the options may be changed as needed. By voting, members of the council waive the right to object to the changed options, and show support for the outcome of the vote. If 7 or more members vote, the vote will be seen as having the support of the council, and will be considered a legal vote.

3) The vote lasts 48 hours, or until a majority of the council has pronounced infavour of a specific option, whichever comes first.

4) If any councilor is replaced mid vote, the replacement may only vote in that issue if his predessor didn't.

5) All councillors must post which way they are voting or their vote is nullified.
5b) All councilors must post reasons for their vote, or lack there-of, or cite reasons given during a prior debate.

6) Changes to "Volume III - Procedures " requires a 2/3 majority to pass.

7) No change made to any crime may come into effect sooner than the reset after 24 hours after publication.

8 ) If a vote fails, a reworded preposal may be tried immediately

9) If the vote had the potential to change a law, the spokesmen shall post the voting within two days.

10) If a reworded preposal under clause 8 is being tried the announcement of the vote shall be persopened until after the vote.

Chapter 2 – Penal code
Art I - Crimes.

- Crimes are divided in four categories : Light crime, moderate crime, serious crime, infamous crime.

I - Light crimes have a sentence of degree I to IV (Article II)
II - Moderate crimes have a sentence of degree I to V (Article II)
III - Serious crimes have a sentence of degree III to VII (Article II)
IV - Infamous crimes have a sentence of degree III to IX (Article II)

Art 1.1 : Classification of the existing crimes in Cornwall County Laws:

-Light crimes: Official language,Tavern infractions**;
-Moderate crimes:Fraud*,Profiteering,Slavery,Obstruction of Justice*,Tavern infractions**;
-Serious crimes:Fraud*,Robbery,Lower Treason,Obstruction of Justice*;
-Infamous crimes:Witchery,High and Official Treason,Robbery*;

*Obstruction of Justice,Robbery,Fraud and Taverns infractions are under the Judge's discretion.
**The Tavern will be closed if is considerated as inactive Tavern(Book II – Chapter 9,Taverns legislation)

Art II – Penalties:

Each criminal convicted by the Judge will receive a sentence. This sentence is proportional to the crime that has been committed.

Art 2.1 : The various sentences of the County of Cornwall are :

I - Public apology in the appropriate Town hall or the Duchy hall;
II – Trust points;
III – Communitary services;
IV - Fine ;
V - Jail time; for a light sentence, jail time is less than or equal to 3 days;
VI - Jail time; for a heavy sentence, jail time is greater than or equal to 3 days;
VII - Exile;
VIII - Capital sentence by hanging, decapitation, burning. Nobles cannot be hanged (OOC: RP Nobles);
IX – Eradication of the face of the Earth (apllicable only for repeated witchery offense or well know abuse).
X – Shut down the Tavern(in case of transgression of Cornwall Tavern legislation)

Art. 2.2 : A repeat offense will face a higher degree of sentencing.

Art. 2.3 : Confession of a crime can lower the degree of the sentence (see Article IV).

Art. 2.4 : The participation or the complicity in a crime exposes the concerned individual to be prosecuted under complicity in a crime. Accomplices in a crime, if convicted, can be sentenced to a lower degree of sentence.

Art III – Maximal Monetary and Jail Time Punishment:

Art 3.1 : Light Crimes:

Level 0 – 10 pounds
Level 1 – 20 pounds
Level 2+ - 50 pounds

Art 3.2 : Moderate Crimes :

First offense: 40 pounds fine plus 1 day in jail;
Maximal : 200 pounds plus 3 days in jail;

Art 3.3 : Serious and Infamuos Crimes :

10 day in jail,no limits for monetary penalties.
Death penalty is only apllicable to Treason cases.
Eradication can only be apllied for well know abuses and/or repeated offense of Witchery.

Art 3.4 : Town laws penalties are under Judge's discretion.

Art IV – Reduced Penalties and Communitary services:
Art 4.1 : Cornwall Fines Structure

Overview: Change to fines structure so that some of the money can go back to the victims, and the remainder can go to the county. It is done by allowing the criminal to pay 75% of the fine to the County, not the King.

When a defendant is to be found guilty by the judge, and the fine exceeds 100£, the following procedure will be followed:
A - Judge mails the defendant, telling him that he can have the reduced fine outlined below.
B - Judge mails the Trade Minister with the same amount.
C - Trade Minister posts one fish at that amount on the county fair.
D - Defendant buys the fish.
E - Judge renders guilty verdict of one pound, noting in the sentence how much the defendant has already paid.
F - Public Prosecutor coordinates with Trade Minister to get the victims their money. County keeps the rest (if any).

This applies only to monetary fines, not days in jail. The defendant is not admitting his guilt by agreeing to this system, but agreeing to a lesser sentence. If the case is overturned in the Court of Appeals, the County must return the defendant’s money, not the king (Note that they would have to pay 32 more than the fish was bought, see below).

If the defendant does not agree to the lesser sentence, then the judge returns his judgment normally.

Art 4.1.1 : Formula for reduced fine: (Original Fine)(0.75)-32
Reasoning: Multiplying by 0.75 yields 75% of the Original Fine. There is a 50£ fee on the county fair, which is deducted. However, fish is worth approximately 18 pounds, which is added on.

Art 4.1.2 : Subject to change of goods and estimated price.

Art 4.2 : Communitary services:

Communitary services can be apllied for all crimes,as reduced penalty and is also a way to help the county government and include the criminal in the society.

Art 4.2.1 : Definition

Is defined as Communitary services:

I – Work in the mines;
II – Work in the Intercounty Minimal Wage (IMW);
III – Produce goods and sell to the County and/or Town Hall without including the dayly wage in the final good price.

Art 4.2.2 : The criminal must pay a fine to the county,according with the mines or IMW wages and days of work,following the same procedures listed in Article 4.1.2;

Art 4.2.3 :(OOC) The case will stay pending,and the Judge will set the veredict only after the criminal accomplish the penalty.

Volume IV - Government Regulations
Chapter 1 - Multiple Functions
In order to avoid a possible conflict of interest, a player can not be a mayor and be serving as Captain, Public Prosecutor, Judge, Trade Minister, Count(ess) or Sheriff at the same time.

Should this apply to someone, he or she will have to make a decision and give up one of these functions. Giving up the mayor position will have to be dealt with by the mayor and the council, for the good of the town. When necessary a player may violate this rule for up to one week while waiting for an election. If a council member violating this rule refuses to resign from one of his/her positions, then the count shall strip them from any office that they hold in the council.


Chapter 2 - Responsibility of County Officials
Mayors, rector, head ambassador and council members have a charge of responsability to fulfill their duty. They must always act for the benefit of their town/county and must not use their power for another purpose, including personal benefit or advertising for a private organization.
- If a head ambassador/rector/mayor/council member is inactive during 4 days without warning anybody of his absence, he's considered as dismissal and can be removed of his position.
- in a mayor's case, the council can support a rebellion to put the town in better hands.
- in a council member's case, he will be thrown out of the council forum.
- In a head ambassador or rector's case, he/she will be replaced.

Any council member charged with abuse of power or treason can have their access to the council forum suspended by a majority vote of the council.

Example of abuse of power:
Publication of confidential information such as the following.

CRG details. For example; numbers, location or stats, or information which leads to an undercover CRG member being revealed.

Publication of the County Inventory by any person other than the Count or Trade Minister.


Chapter 3 - Cornwall County Town Administration Law:
In order to get more citizens of Cornwall involved in the welfare of their towns, and to provide our citizenry with the ability to get involved in politics, the Council of Cornwall provides the following laws. The first is the enacting of a Town Administration. This is a cabinet of advisors to the mayor of the town.

Note: This is meant to increase RP in the town forums. It should add to the fun. Mayors not wishing to create or change town regulations do not have to form a Town Administration.

Town Administration (TA):

The Town Administration must consist of at least three members who have been residents of the town 30 days and meet the following criteria:
1. All members must be at least level one.
2. One member must be at least level two.
3. Each successive town council must have at least one member from the previous one. This will provide a good transition from mayor to mayor.
4. All town council members should be active in the forums. This is crucial. The TA is an RP position. They will have to take part.

If a proposed member does not meet one of the above criteria, the Mayor can apply to the Council to approve a waiver.

Suggested titles and areas of interest:
1. Minister of Newcomers: help new players.
2. Minister of Law (Police Commissioner): helps monitor slavery and people exceeding our price caps. This will make the job of the public prosecutor easier.
3. Minister of Trade: Helps the mayor coordinate trade with the county and other towns.
4. Minister of Information: Releases information to the townsfolk. This would be similar to the Spokesman of the County.

Cornwall County Town Regulations Law:

To provide the towns of Cornwall with the ability to enact local town regulations, the Council of Cornwall provides the following law:
1. Regulations can only be proposed by the mayor.
2. The proposed regulation must be sent to the County Council. The Council will advise the TA on why it is not a county law, and/or their thoughts on how it will effect the town and county. It is assigned to a councilmember for coordination with the town (preferably a member residing in the town).
3. It must then be debated on by the Town Administration for a minimum of 2 days, more if there is an active debate.
4. It is then voted upon, and must pass by a majority vote (greater than 50%). Each member of the TA must send their vote to the designated councilmember. All members must vote.
5. The final copy is then sent to council for review, which for a minimum of 2 days.
6. The council can reject the regulation with a 2/3 vote. It is only to be used on laws that violate parts of this document, or are deemed detrimental to the town or county.
7. The regulation must be posted in the Town Hall mayor’s message, and in the appropriate town forum, and go into effect on the second reset after this is done.

There should be a “Stickied” Thread in the Town forum that lists any and all regulations. If the proposed regulation fails any of these steps, it is dead, and can either be dropped, or rewritten, and begin again.

Restrictions on Town Regulations:

1. County laws supersede town regulations. This means that a regulation cannot directly contradict a law.
2. Penalties must coincide with the penalties of existing laws. Remember that all fines go to the king, not the county or town.
3. Town regulations must not be in violation with county interests. In order to facilitate this, regulations cannot be on the County Interest List. This is a temporary list of one or two laws that can be provided to any mayor asking for it. It is only to be used in conjunction with current projects. Cornwall Council decides what is on this list by vote.
4. In order to repeal a regulation, the TA must follow the same procedure as above.

The town will prosecute those people that violate these regulations. However, in times of need, the TA can ask the county to prosecute. The decision of whether to prosecute will be decided by vote of the Council.


Chapter 4 - Ministers of Morale
In order to promote good will throughout the county, the Cornish council hereby establishes the position of Ministers for Morale.

1) Appointment

a) Each town in Cornwall shall be entitled to one minister;
b) The position shall be honorary and at the discretion of the council;
c) The count shall choose which councilor shall have jurisdiction over these ministers;
d) The councilor with oversight shall be responsible for the appointment and discipline of all ministers.

2) Duties

a) Ministers shall be responsible for the morale of the town to which they have been assigned;
b) Ministers shall report the conditions of their town’s morale to the overseeing councilor during weekly meetings called at the councilor’s discretion;
c) Those ministers unable to attend shall issue a written report to the overseeing councilor within 72 hours;
d) Ministers shall be responsible for creating scenarios and games that best accommodate their townsmen.

3) Co-existence with town assemblies

a) Ministers for morale may be members of the town’s assembly but there shall be no requirement in this regards;
b) Ministers shall work with the town’s assembly to co-develop morale increasing schemes whenever possible, however, the town’s assembly will in no way be subservient or forcibly induced to co-operate with the minister.
